How do I Package Singleton Services?

Singleton services are supposed to be packaged along with the application when they are registered from the application context, or placed within the loader from which they are registered when Singleton services are registered outside the application context.

For example, if the Server startup hook registers the Singleton Service, then the Singleton Service needs to be put in the $SERVER_HOME\lib\ext, provided the startup hook is also placed in $SERVER_HOME\lib\ext.
